NRW Holdings Limited has secured a major contract award that underscores the company’s competitive position in Australia’s civil infrastructure sector. The wholly owned subsidiary NRW Contracting has been awarded the Tonkin Highway Grade Separations, Hale Road and Welshpool Road East project by Main Roads Western Australia, with a contract value in the order of $200 million. This represents a significant contract win that expands NRW’s work-in-hand and provides revenue visibility into the medium term.
The Tonkin Highway project is part of the broader corridor upgrades extending from Roe Highway to Kelvin Road and encompasses substantial scope. The works include reconstruction and widening of Tonkin Highway to provide three lanes in each direction, a diamond interchange at Welshpool Road East, a Principal Shared Path on the eastern side with underpasses, lighting, foundational Intelligent Transport Systems, u-turn facilities, noise mitigation treatments, and various modifications to local government roads and service relocations. This is a complex, large-scale civil construction project that plays to NRW’s core competencies in heavy infrastructure delivery.
From an investor perspective, the contract award delivers several positives. Most notably, the company has secured no material capital outlay requirement against the $200 million contract value, which is attractive from a capital efficiency standpoint. Design and procurement activities will commence immediately following contract execution, with construction expected to begin in the fourth quarter of 2026. This phased approach provides visibility over project mobilisation while minimising immediate cash deployment. The timing also aligns well with NRW’s operational capacity and allows the company to maintain continuity of work for its workforce and supply partners.
The project represents more than a single contract win, it reflects NRW’s established relationship with Main Roads Western Australia and the company’s track record in delivering complex infrastructure. CEO Jules Pemberton’s commentary emphasises the strategic nature of the award, noting that it underpins NRW’s civil construction capability and provides continuity for its operational network. The company has also provided a separate price for Optional Works comprising a further grade separation at Hale Road, subject to Main Roads exercising the option to proceed, which could add additional value if executed.
Investors should monitor several developments as the project progresses. The timing of design completion and the commencement of construction in Q4 2026 will be key milestones to track. The optional works decision from Main Roads will also be worth watching, as exercise of that option would expand the total contract scope. Given the nature of large infrastructure projects, execution performance and cost management will be material to realising the value embedded in this contract.
