Atlas Arteria’s Q3 2026 update reveals underlying traffic weakness masked by foreign exchange volatility. Proportional toll revenue fell 0.4 percent year-on-year excluding currency movements, but reported revenue contracted 8.9 percent due to AUD strength against the EUR and USD. The company’s exposure to European operations and the elevated Australian dollar has created significant headwinds that obscured more modest traffic declines in its French toll network.
The APRR Group, representing the company’s largest asset base in eastern France, recorded a 3.5 percent decline in traffic compared to Q3 2025. Light vehicle traffic dropped 4.1 percent, driven primarily by sustained high fuel prices that peaked in September and remain elevated. Despite this weakness, toll revenue fell only 1.7 percent in the quarter, supported by CPI-linked price increases implemented in February 2026. The company’s German and US operations presented a sharper contrast. Chicago Skyway traffic grew 6.4 percent year-on-year with toll revenue up 9.6 percent, largely reflecting construction diversions on competing alternate routes. Dulles Greenway also posted solid growth, with traffic and revenue both rising 3.7 percent and 3.9 percent respectively. The Warnow Tunnel in Germany delivered 2.2 percent traffic growth, defying broader European headwinds.
A material risk looms from proposed French tax legislation now before Parliament. The draft 2027 Finance Bill would increase the Long-Distance Transport Infrastructure Tax (TEILD) rate and extend the Temporary Supplementary Tax. Atlas Arteria estimates that had the proposed TEILD increases applied during 2025, the APRR Group would have faced an additional annual cost of approximately 210 million euros on top of the 126.7 million euros it already paid. The timing of implementation remains uncertain. If Parliament enacts the legislation before 31 December 2026, changes could apply to the 2026 tax year, otherwise they would flow through from 2027. This represents material downside risk to earnings that could persist for years.
The North American operations offer some cushion against European exposure. Both Chicago Skyway and Dulles Greenway have scheduled price increases taking effect in 2027, with Chicago implementing 4.9 percent average hikes for light vehicles. However, these toll increases alone may not fully offset potential TEILD impacts on consolidated group earnings. Investors should track developments in the French parliamentary process over coming months, particularly around the final tax rates and effective dates. The company has committed to updating the market once the Budget Bill is finalised and legislation is adopted.
