PLS Group has committed to spending between A$600-650 million over three financial years to upgrade infrastructure at its Pilgangoora lithium operation. The scale and permanence of this investment reflect management’s confidence that the operation merits substantial long-term capital allocation. The program simultaneously prepares the facility to handle increased throughput from the planned P2000 expansion project, which aims to lift production to approximately 2 million tonnes per annum.
The infrastructure program has three main components. The first is an upgrade to Wodgina Road East, a 24-kilometre access road that currently limits haulage capacity. Sealing and widening will enable the transition from triple road trains (RAV7) to higher-capacity ultra-quad trucks (RAV10), cutting daily concentrate movements by approximately 35 percent. This efficiency gain flows directly to transport costs and ongoing maintenance expenses. The Western Australian government has committed A$11 million towards the Great Northern Highway intersection component, indicating alignment between PLS and regional authorities on enabling infrastructure.
The second component is a new 1,200-bed permanent village to replace the ageing Carlindi Village. This achieves multiple objectives: improving workforce accommodation and retention, freeing up land now constrained by mining expansion, and enabling more efficient mine planning. With the original camp progressively surrounded by mining operations, its relocation allows nearby waste landforms to be developed as originally designed. The freed site also provides space for future mining infrastructure, including potential underground operations, reducing the need to clear additional land. The village is expected to enter operational service in late 2027, well ahead of peak P2000 construction activity.
The third element is a new mine services facility designed to support the transition to larger ultra-class haulage equipment. Eight enclosed service bays, mine technology facilities and fuel systems should boost equipment availability and reduce maintenance costs by enabling major lifecycle maintenance work on site.
Capital spending is heavily weighted to FY28, which will absorb A$375-400 million of the total A$600-650 million budget. Earlier year expenditure in FY27 is estimated at A$145-165 million, with FY29 concluding the program at A$80-85 million. The road works are expected to conclude by the end of 2028. Management has attributed forward-looking operational benefits to these investments, specifically citing reduced operating costs and improved productivity in the existing operation while providing infrastructure capacity for P2000.
For investors, the announcement reveals a company prepared to make substantial permanent capital commitments based on confidence in Pilgangoora’s economic mine life. The infrastructure upgrades target unit cost improvements across haulage, maintenance and mine logistics. Government co-funding on the road component also signals constructive engagement with regulators and stakeholders in Western Australia.

Investors should monitor construction progress on all three elements through FY27 and FY28, particularly road completion timing and village transition. Material changes to capex estimates, inflationary pressures or schedule delays would signal headwinds for P2000 project economics. This announcement is price sensitive and flagged as material by ASX.
